Any pitch on any count not caught in flight will be considered a live ball, and a batter may run to first base, similar to a dropped third strike.

I don't see robo-umps in college baseball anytime soon. There are just way too many college baseball stadiums to set up an expensive system like that in all of them. I am not even sure it will make it to MLB without a lot more experimentation and better technology.
